June 27, 2009 has taken place a scientific-practical
conference on the «64th anniversary of the tragedy of the Ruthenian
nation because of the illegal « Treaty on Transcarpathian Ukraine
».
Participants of the conference, representatives of science, social
organizations and political parties, after hearing the reports,
adopted a resolution based on the following facts:
1. Ruthenian political nation, which lived on its national territory
within Hungary, in December 21, 1918 has received national
autonomy with the name [Rusca Strana] - Ruthenian state
2. Autonomous Territories of the “Ruthenians
to the south of the Carpathians“, in accordance with Saint-Germaine
peace treaty in August 10, 1919 seceded from Hungary, and became
part of Czechoslovakia on the rights of the broadest autonomy.
The Constitution of Czechoslovak Republic
in 1920 affirmed its constitutional status.
3. Republic of Subcarpathian Rus, (as well
as Slovakia), according to Constitutional Law of the Czechoslovak
Republic number 328, of November 22, 1938, received the advanced
status of autonomy with the right to choose the Ruthenian national
parliament, national Subcarpathian Ruthenian citizenship (which
automatically granted citizenship of Czechoslovak Republic),
and other attributes of a sovereign republic within the Federal
CHSR.
Have been established Ruthenian national schools, Ruthenian language
has become official, along with the Czech.
4. On March 15, 1939, [SOYM] of the Subcarpathian
Ruthenia (under pressure from Berlin), proclaimed the sovereignty
of the Republic of Subcarpathian Rus within CHSR with the name
of Carpathian Ukraine in the part of its territory (without Uzhgorod
and district, Mukachevo and district, Beregovo and district).
5. On November 26, 1944, the First Congress
of People's Committees in Mukachevo proclaimed the new name of
the country «Transcarpathian Ukraine» (which already included
Uzhgorod and district, Mukachevo and district, and Beregovo and
district ), and the succession of Transcarpathian Ukraine - Subcarpathian
Ruthenia from the Federal Czechoslovak Republic.
6. In June 29, 1945 Czechoslovak Republic
and the USSR signed the illicit treaty «On Transcarpathian Ukraine»,
in the absence of representatives of the legitimate authorities
of the Republic Subcarpathian Rus.
Conference participants stated that the sovereign
Subcarpathian Rus-Transcarpathian Ukraine was brutally annexed
by the Soviet Union through the illegal Firlinger-Molotov treaty
«On Transcarpathian Ukraine».
In addition, the authorities of the Soviet
Union did not intend to comply with its (the treaty) terms, illegally
lowering the status of Subcarpathian Ruthenia to an ordinary
administrative Transcarpathian region.
The participants of the conference agreed
on the following:
1. To request the State Duma of the Russian
Federation and the Parliament of the Czech Republic, as the successors
of the Soviet Union and Czechoslovakia, to denounce the treaty
of June 29, 1945, admitting it was illegal and void.
2. To ask the parliaments of Russia and the
Czech Republic, as well as the Transcarpathian Regional Council
to restore pre-Soviet status of the Republic of Subcarpathian
Rus - autonomous until 1944, and sovereign from November 26,
1944 to January 22, 1946.
3. To Demand from the Ukrainian authorities
an immediate implementation of the results of the public referendum-
plebiscite of the 1 December, 1991 on the resumption of pre-Soviet
autonomous status of Transcarpathia (renewed status of the Ruthenian
autonomy can not be lesser than the one existed until June 29,
1945).
4. To Request SR [SOYM] , the European National
Congress of the Subcarpathian Ruthenia and other Ruthenian organizations,
social organizations and political parties to take a political
decision on supporting the resumption of the pre-Soviet autonomous
status of the Ruthenian region of Transcarpathia , giving a legal
assessment of Stalin's illegal treaty «On Transcarpathian Ukraine»,
and to support the appeal to the relevant authorities of the
legal successors of the USSR and CHSR, and Transcarpathian Regional
Council.
5. To send materials of the conference to
the media.
