| 25.08.2009. Ruthenian National Conception (RNC) as a legal framework and guide to action
for Subcarpathian Ruthenians as a political nation in the coming
period.
RNC was adopted by the First World Congress of Subcarpathian Ruthenians in Prague-
Pardubice in 2009, and supported by the Third European National
Congress of Subcarpathian Ruthenians in Mukachevo in 2009.
Preamble 1. The Republic of Subcarpathian Ruthenia,
as a subject of international law, had the status of a National
Republic as a part of Czechoslovakia from September 1919 to November
1945 (the interim National Assembly of Czechoslovakia ratified
the deed “On Transcarpathian Ukraine“), and was recognized by
the international community.
2. Eighteen years of anti-Ruthenian policy
of the Ukrainian regime made an obvious a threat to the preservation
of indigenous Ruthenian people with their national and ethnic
entity in the province. That was ignoring the results of the
referendum of December 1, 1991, as well as violation of the rights
and freedoms of Ruthenians, and their accelerated Ukrainization
and forced assimilation (recorded with the relevant UN committee
in August 2007).
3. [Soym] (National Assembly) of the Subcarpathian Ruthenians
adopted and approved the Ruthenian national economic doctrine
in 2008.
4. Second European Congress of Subcarpathian Ruthenians regained
pre-Soviet status of the Republic of Subcarpathian Ruthenia
in October 25, 2008 in Mukachevo. The Act came into force on
1 December 2008, with full inaction of the Transcarpathian
Regional Council.
5. WCSR (World [Svitovy] Congress of Subcarpathian Ruthenians)
in May 2009 adopted and approved this document - the Ruthenian
National Conception, (thereafter RNC). This document is currently
the legal basis for further action of Subcarpathian Ruthenians
as a political nation.
Ruthenian national conception
1. RNC provides a clear, coherent political objective - the formation
of maternal Ruthenian State - the Republic of Subcarpathian
Ruthenia, by re-establishing its pre-Soviet status and recognition
by other nations of the world.
2. Maternal Ruthenian State would be created for the Subcarpathian
Ruthenians and all indigenous peoples living in the territory
of the Ruthenians to the south of the Carpathians, and all
scattered around the world Subcarpathian Ruthenians, expelled
from their land through their "quiet
deportation" to work abroad (due to the economical situation in the State at present).
3. RNC is the basic document and guide to action for Subcarpathian
Ruthenians, who have formed in the political nation 90 years
ago, and preserved their identity despite of being part of
the seven States with seven foreign State languages throughout
their history, and currently suffering in Ukraine a direct
threat of ethnocide and discrimination with clear signs of
genocide.
4. RNC contains specific domestic and foreign
components in its policies.
5. RNC is drawn to all Ruthenians worldwide,
living both inside and outside the constitutional territory of
Subcarpathian Ruthenia: Subcarpathian (in scattering), Bachvanian,
Priashevan, Hungarian, Maramorosh and Lemkies-Rusyns from Lemkovina,
for international support and recognition of the right of Subcarpathian
Ruthenians to recreate their pre-Soviet (until 1945) status.
6. RNC is formed in accordance with the international law, and
based on 90 years of nation building of Subcarpathian Ruthenians.
This journey began with the autonomous [Russka Krajna], established
in December 21, 1918, and autonomous Subcarpathian Ruthenia,
established and approved by the 57 nations of the world at
the time of the signing of St. Germaine peace treaty in September
10, 1919. The status of Subcarpathian Ruthenia, abrogated by
Stalin in 1945, was officially restored by the historic decision
of the Second European Congress of Subcarpathian Ruthenians
in October 25, 2008, with full inaction of the Transcarpathian
Regional Council.
7. RNC could be acknowledged or denied, but
there is no room for any kind of partial acceptance or delay,
while the Ruthenian nation faces threat to death because of the
apparent genocide.
8. RNC contains a strategic objective for
the Ruthenian nation, formed according to the legal framework,
and recognized by the international community in the early 20th
century, according to the rights of indigenous people to self-determination
under the UN Declaration on the Rights of Indigenous Peoples
from 13 September 2007, in particular, the following laws:
Article 3.1. “Indigenous peoples have the
right to self-determination. By virtue of that right they freely
determine their political status and freely pursue their economic,
social and cultural development”.
Article 5. “Indigenous peoples have the right to maintain and
strengthen their specific political, legal, economic, social
and cultural institutions“.
Article 18.1. ” Indigenous peoples have the right to participate
in decisions on matters which may affect their rights, through
representatives chosen by themselves in accordance with their
own procedures, as well as to maintain and develop their own
decision-making institutions”.
9. RNC also takes into account inter-confessional relations in
Subcarpathian Ruthenia, urging the representatives of religious
denominations to the joint solutions to common problems, including
those inherited from the Soviet Union and Ukraine.
10. RNC takes into account the threat to the Ruthenian nation
and the great damage already caused to the Ruthenian national
state building by the following:
a) The Galician illegal migrants from Poland, and the terrorists
from Carpathian Sich, who in 1938-1939 attempted with the help
of Nazi Germany and the secret services ([Abver]), the seizure
of political power and coup d'etat in the Subcarpathian Ruthenia.
b) The governing authority ( Communists),
who came to power in the Ruthenian region from 1945 to 1991,
and continued their "work" on ethnic destruction of the Ruthenian nation in the USSR.
c) The official Kyiv, who continued an ethnic
destruction and abuse of the rights of the Ruthenian nation by
the authorities and their agencies, the Security Services since
1991.
11. RNC is counting on support from the public,
and the authorities of Ukraine, the Czech Republic, Slovakia,
the European Council, the Russian Federation and the rest of
the democratic world.
