text of the resolution of the extended meeting of the World
Council [Svitova Rada] of the Subcarpathian Ruthenians,
Uzhgorod, May 20, 2010.
In Uzhhorod, in May 20, 2010, under the chairmanship of the President
of the WCSR Vasily Dzhugan took place the extended meeting
of the World Council [Svitova Rada] of the Subcarpathian Ruthenians. The meeting was attended by chairmen of the
associations of the Ruthenian organizations, scientists and experts
in the field of human rights and freedoms of the Ruthenian political
nation, and cultural activists. Members of the WCSR, who could
not attend the meeting, were able to participate in the format
of online conference.
Based on the resolutions of the second WCSR,
the World Council of Subcarpathian Ruthenians put forward the
following demands to the new Ukrainian authorities:
1. To include the results of the referendum
of 1991 in the legal framework of Ukraine, indicating status
of the Subcarpathian Ruthenia (Transcarpathian region) as a "special self-governing territory and as the legal subject of Ukraine +"
2. To stop immediately any persecutions of activists of the Ruthenian
movement, and particularly, condemn the criminal proceedings
against the spiritual leader of the Ruthenians father Dimytry
Sidor, initiated by the former "Orange" government,
as politically motivated.
3. To include Ruthenian language in the list
of languages covered by the protection of the "European Charter for Regional or Minority Languages" ratified by Ukraine (on the official state level).
4. To express on the state level the official position of Ukraine
concerning the adoption of the expected changes in the "Act
of the Citizenship of Hungary +" by the Hungarian Parliament, in terms of granting Hungarian citizenship to all
persons (living outside the country), possessing a basic knowledge
of the Hungarian language and having ancestors, citizens of the
Saint Stephan crown, first of all to indigenous people of the
Subcarpathian Ruthenia.
5. The above requirements were expressed by
the participants of the meeting primarily to stop the incitement
of ethnic conflict, a focus of political instability, threats
to peace and security in central Europe, started by the previous "Orange" Ukrainian authorities.
It was decided to apply separately to the
World Russian People's Council, which will be held in May 24-25
in Moscow:
a) To express gratitude to the WRPC for the constant effective
assistance and support of the Ruthenian people
b) To request the WRPC continue to promote the protection and
spiritual and national revival of the Ruthenian people, as part
of the Russian world.
