24.4.2010. Subcarpathian Ruthenians held two Congresses: meeting of the 5th European National Congress of the Subcarpathian Ruthenians and the 2nd World Congress of the Subcarpathian Ruthenians.

In April 24, 2010, in Svaliava in the Republic of Subcarpathian Rus took place regular ceremonial meetings of the 5th European National Congress of the Subcarpathian Ruthenians and the 2nd World ([Svitovy]) Congress of the Subcarpathian Ruthenians timed to 207th anniversary of the birth of A. Duhnovich.

There was adopted a number of important documents, in particular:
a) An appeal to the world community about the threat of destructionof the Ruthenian people;
b) An appeal to the European Court of Human Rights;
a) Confirmation of codifying the Ruthenian language as from 2002, for the Subcarpathian Ruthenians to introduce the Ruthenian language in the list of languages protected under the "European Charter for Regional or Minority Languages."

There were also elected representatives to the World Council of Subcarpathian Ruthenians ([Svitova Rada PR]).

Resolution of the 5th European National Congress of Subcarpathian Ruthenians

In April 24, 2010 in Svaliava in Subcarpathian Ruthenia took place the fifth regular European National Congress of Subcarpathian Ruthenians.
The guests-delegates of the 2nd World Congress of Subcarpathian Ruthenians also attended it.
The preamble to the resolution of 5-th ENCSR

Subcarpathian Ruthenians were declared an independent nation 90 years ago (according to the Law 10 of Hungary, they gained the right to self-determination, confirmed by the international community (Versailles from June 28, 1919, Saint-Germaine from September 10, 1919, and the Treaty of Trianon of 1920). Of the entire world's Ruthenians, only Subcarpathian Ruthenians formed a political nation and created an autonomous national state within Hungary (1918) and Czechoslovakia (1919-1946).
Under international law, once granted to the people, the right to self-determination is indefeasible and inalienable (until the representatives of the people are still alive).

With the demise of the Soviet Union in 1991, the Republic of Subcarpathian Ruthenia, (as well as Poland in 1945), regained its status in accordance with international law.
In 1991, Ruthenians, exercising their right to self-determination, expressed on the referendum on December 1, made a decision to join Ukraine with the status of territorial autonomy.

However, already for 19 years, the will of the Ruthenian people is being ignored by Ukraine. Moreover, the Ruthenians are being discriminated against on grounds of nationality, subjected to political repressions and prosecution by the "Orange" political regime in particular. In this situation, Ruthenians have to use all the means and methods, available to them, in order to defend their right to exist.

Within 19 years, Ruthenians successfully developed vital decisions and documents, with help of a broad range of experts to discuss them. The most important of them are Ruthenian National Conception, Subcarpathian Ruthenian economic doctrine, the codification of language.. There were published books, newspapers, political declarations, memoranda and decisions of the representatives of the Ruthenian organizations and the Government of the Subcarpathian Ruthenia.

Of all the accepted documents, the priority theme in the talks at any level is the issue of recognition of the reconstructed in 1991 pre-Soviet status of the Republic of Subcarpathian Ruthenia, which occurred with the dissolution of the USSR and in accordance with the will of the people, expressed on the referendum of Dec.1, 1991.

The fact of termination of the reign of the Soviet Union, which annexed the Ruthenian state on 29.06.45 and 22.01.46 is not questionable.

Instead of recognizing the rights and freedoms of the Ruthenian people, during the years of independence Ukraine have been pursuing a policy of imperceptible deportation of the indigenous population "to work" abroad, carried out the mass felling of woods, created the preconditions for the flow of illegal migration and settling of migrants in the region, contaminated the soil with imported toxic substances, continued massive impoverishment of the majority of the population of the province. The official Kiev, ignoring the will of the people of this region, demonstrated its complete failure to ensure security, civil and political rights and the normal life of people in the "territory of the Ruthenians."

In recent years, despite the change in the higher echelons of political power in Ukraine, prosecution of the Ruthenian movement continues.
Based on the foregoing, the Ruthenians, delegates to the 5th European National Congress of the Subcarpathian Ruthenians, made the following decisions:

1. To verify the solutions of all four previous Ruthenian European Congresses.
2. To re-appeal to the authorities of the EU, Russia, France, Germany and the United States to act as guarantees for the settlement of the issue of salvation of the Ruthenian nation in Ukraine, their language and culture, from the looming threat of destruction.

3. Such a settlement can be achieved through political recognition of the re-established in 1991 pre-Soviet national status of the Ruthenians - Subcarpathian Ruthenia, which was destroyed by the Bolshevik totalitarian regime.
4. To note that the dissolution of the USSR, and later Czechoslovakia, is undeniable and the results of the referendum of Dec. 1, 1991 on the autonomy of Transcarpathia in the new Ukraine are legitimate.

They were confirmed by the public and the Ruthenian Congresses. Therefore, the formal political opposition to peaceful implementation of civil rights and freedoms of members of the Ruthenian nation by Kiev fall under the crime against humanity and against the Ruthenian people in Ukraine.

5. To confirm codification of the Subcarpathian Ruthenian language, which is based on grammar by I.. Garayda of 1941, and codification of grammar adopted by the Soym of the SR in 2002 (collective work of linguists led by Archpriest D. Sidor).
6. To formally appeal to the appropriate organization about inclusion of the Ruthenian language in the list of languages that fall under the European Charter on the protection of the regional languages.

7. To legitimize the use of the Ruthenian dictionary by M. Gritsak, I. Petrovtsi, J. Chory, I. Kerch, D. Pop, M. Almashi, Archpriest D. Sidor, M. Grad, B. Padyak, works of the Ruthenian writers and poets I. Petrovtsi, V. Molnar, I. Kalinichev, V. Sochcka,
M. Kemin, I. Sitar, A. Dalida, D. Keshelya, R. Pishchalnikov etc.
8. To appeal in various courts: a) The refusal and resistance of the Ukrainian authorities of peaceful implementation of the referendum of Dec. 1, 1991, as the people's political expression. b) The criminal "Plan of actions" of 1996, aimed at the destruction of the Ruthenian people in their native land, as confirmation of crimes of the Ukrainian authorities, developed at the state level.

9. To send a resolution of the 5th ENCSR to all the mentioned addressees.

Resolution of the 2nd World ([Svitovy]) Congress of Subcarpathian Ruthenia (WCSR)

In April 24, 2010, in Svaliava took place another, 2nd WCSR. It was attended by delegates of the WCSR and, as guests, delegates of the 5th ENCSR.
Theme of the Congress was the main issue for the Subcarpathian Ruthenians - salvation of the Ruthenian nation from elimination in Ukraine.

The preamble to the decision of the Congress

In May 1, 2009, in Uzhgorod, extreme right-wing Ukrainian nationalists, who came from Galicia in the six buses, disrupted a peaceful meeting of the Ruthenians in the theatre, calling for the deportation and elimination of the local population. In the same year, the same transgression happened in Mukachevo during the Ruthenian Congress. In April 2010, with the connivance of the SSU and the Prosecutor's Office, in the region have arrived nationalists in more than 10 buses and about 1000 young people in other modes of transport from Galicia.

They had the intention of public demonstration to the Ruthenians, that soon there will be ethnic cleansing by the type of Volyn massacre. Egregious acts of vandalism, terrorism, beating people to death, robberies at retail outlets, provocations against the police, and riots at the stadium during the soccer match Lvov - Uzhgorod, were apparent signs of rehearsal of future massacres of the Ruthenians.

Ruthenian organizations repeatedly warned local authorities of such a threat. However, the inaction of the Security Services and Prosecutor's Office, failure to respond appropriately to such transgressions of the extreme right Galicia, led Ruthenians to suspicions about the involvement of intelligence services themselves to these gross violations of human rights of people, with the threat of a planned collision of large populations of the two regions.

After all, they immediately instituted criminal proceedings against the Ruthenians on the mere denunciation-letter from Ukrainian nationalists. However, against the open expression of fascism and vandalism of nationalists from Galicia, with their appeals to ethnic hatred, SSU and the Prosecutor's Office did not take any actions.

Given that the predictions of the Ruthenians on the planned threat of destruction come true, in particular through scheduled voyages from Galicia to the Transcarpathian region, the recognition of the pre-Soviet status of the Republic of Subcarpathian Ruthenia as a state, and self-preservation of the Ruthenian people, has now become the priority for the representatives of the Ruthenian organizations!

The 2nd WCSR made the following decisions:
I. To appeal to the world and European public - to the authorities of the EU, U.S., Germany, the Czech Republic and Russia - with a warning about the threat of destruction of the Ruthenian nation in Ukraine.
II. To appeal about protection of the Ruthenian people and all people from Transcarpathia, who in the search of work were forced to remain abroad.
III. To reveal such a threat to all inhabitants of the Ruthenian region, reminding them of their Civil and Political Rights and Freedoms, violated by Ukrainian authorities.

IV. To ask the European Court of Human Rights to take into consideration information about the Ukrainian courts that actually deny fair trials to the Ruthenians, refuse to accept the court cases involving discrimination and ethnocide of the Ruthenian people and illegally excessively delay trials with a clear purpose - to prevent the occurrence of complaints against the criminal Ukrainian anti-Ruthenian litigation in the European Court in Strasbourg.

V. Due to the continuing political repression and prosecutions in early 2010, Ruthenians should reapply to the authorities of the EU, Russia, Germany and the United States with request to act as guarantees for settling the issue of salvation of the Ruthenian people in Ukraine, their language and culture, from the impending threat of destruction. This can be achieved by recognizing the status of pre-Soviet Republic of Subcarpathian Ruthenia, re-established in 1991.

VI. Since the facts of the demise of the Soviet Union and later Czechoslovakia are undeniable, as well as the decision of the referendum of Dec. 1, 1991 on the autonomy of Transcarpathia in the new Ukraine, confirmed by the Ruthenian public and Ruthenian Congresses, the official opposition of Kiev to peaceful realization of the rights and freedoms of the Ruthenian nation fall under the heading of crimes against humanity and genocide of the people.

VII. To approve the codification of the Ruthenian language, as decided by the 5th ECSR.
VIII. To elect the World Council of Subcarpathian Ruthenians, WCSR as follows:
