| 12.11.2009. Letter of the Prime Minister of the Republic of Subcarpathian Ruthenia P.Gecko. Dear Sir, Ruthenian political nation in difficult conditions
was always mindful of their inalienable right to self-determination.
They made use of this right in December 21, 1918, and in later
times. International law has always recognized the existence
of the State Subcarpathian Ruthenia and Ruthenian political nation.
A year before the Soviet collapse and the declaration by the
Supreme Soviet of Ukrainian SSR of the independence of Ukraine,
in September 29, 1990, the Society of Carpathian Ruthenians adopted
a Declaration, which asked the Supreme Soviet of the USSR "...
To repeal of the decree of the Presidium of the Supreme Soviet
of 22 January 1946 for reformation of the Transcarpathian Ukraine
in the Carpathian region as contrary to international law and
the Constitution
of the USSR, and to issue a new decree on the reformation of
the former Transcarpathian Ukraine to the Autonomous Republic
of Subcarpathian Ruthenia, i.e. recreate the pre-Soviet status
of the Subcarpathian Ruthenia.
After the collapse of the USSR, the pre-Soviet status of the
Republic of Subcarpathian Ruthenia was to be automatically renewed.
The results of the referendum on Dec. 1, 1991, as an expression
of political will of our people, convincingly confirmed that
the Ruthenian nation is alive and capable.
Considering the aforementioned, and the real threat from the
Ukraine of destruction of an entire people in Europe, the Second
European National Congress of the Subcarpathian Ruthenians in
October 25, 2008 made decisions to adopt the Act of Independence
of the Republic Subcarpathian Ruthenia and to elect the Ruthenian
Government. These decisions were also taken with regard to the
following: - International principles of non-use of force, - The principle of non-violation of territorial
integrity
In 1996, Ukrainian government adopted a criminal "action
plan" to eliminate an ethnic Ruthenian nationality, went down to repressive measures
against the leaders of the Ruthenian organizations and prosecution
of the supporters of the Ruthenian national revival, thus hindering
the implementation of free will of the people. Ukrainian authorities
have ignored the recommendations of the UN and other international
legal organizations with regard to violation by Ukraine of the
rights and freedoms of the Ruthenian minority.
European and World Congresses of the Subcarpathian Ruthenians
confirmed the legal justification for the Ruthenian nation to
determine their future.
Based on the outcome of the European and World
Congresses of the Subcarpathian Ruthenians, the Government of
the Republic of Subcarpathian Ruthenia prepared and adopted paperwork
for the official commencement of the international recognition
of the restored state, the Republic of Subcarpathian Ruthenia.
Adopted documents include
1. The legal justification for the formal
commencement of the international recognition of the restoration
of the statehood of the Republic of Subcarpathian Ruthenia, in
accordance with international laws.
2. Agreement between the Republic of Subcarpathian
Ruthenia and Ukraine on the common territorial border.
3. Agreement on Subcarpathian Ruthenian-Ukrainian
legal, cultural, socio-political and economic cooperation.
4. The Declaration of Independence of the
Republic of Subcarpathian Ruthenia.
