On December 20, 2011 took place an online session of the Joint (World and European) Congress of Subcarpathian Ruthenians in a conference mode. It was the third Congress, conducted via Internet. It was attended by 73 participants from Ukraine, Czech Republic, Hungary, Russia, Slovakia, Latvia, USA and Australia. All participants received drafts of the programme in advance and considered remarks, which they introduced in the concluding statement of the Congress.
According to online votes, there were adopted resolutions of the 8th European Congress of Subcarpathian Ruthenians and the 5th World Congress of Subcarpathian Ruthenians.

The Preamble
In recent years, in addition to tens of thousands of new members acting within the framework of law, including through the media, the Ruthenian national liberation movement acquired another supporter in the person of entrepreneurs of Subcarpathian Ruthenia, presently Transcarpathian region.
Structure of the vicennial Ruthenian national liberation movement, along with the registered Ruthenian organizations, associations of Ruthenian organizations, as well as the mass of sympathizers, consist of more than 250 thousand people throughout the national territory of the Ruthenians to the south of the Carpathians and beyond.
Ruthenians, as well as local entrepreneurs, at their meetings, along with the routine issues, also discuss the future of our national territory of the Ruthenians to the South of the Carpathians as part of the integrated Europe. They appealed to the network Ruthenian movement, Ruthenian Associated organizations, the World Congress of Subcarpathian Ruthenians and the European Congress of Subcarpathian Ruthenians, with a written request to support their legal initiatives. Most of the indigenous Subcarpathian Ruthenians have the opportunity to learn and to express support for the social networks in the Ruthenian blogs, where part of the material is translated into English in order to be widely disseminated through social networks Facebook, on Twitter, Vkontakte, and Odnoklassniki, for the Subcarpathian Ruthenian Diasporas in U.S.A., Europe, and Russia. The objectives of the Ruthenian national liberation movement are clear: to introduce the vision of the future Subcarpathian Ruthenia, as well as highlight the crimes of anti-Ruthenian Ukrainian authorities against humanity, the governments of the U.S., the EU and Russia, committed during a 20-year period of the Ukrainian "independence."
The 8th European Congress of Subcarpathian Ruthenians decided:
To condemn anti-constitutional passivity of official Kiev in the question of implementation of the results of the all-Ukrainian referendum-plebiscite of December 1, 1991, namely - "Transcarpathia is a special self-governing territory, and a legal subject in Ukraine, which is not included in any other administrative-territorial formations"; thus communicating to the world that this referendum legally restored the statehood of the Ruthenian region.
To condemn another rigging of the census of 2012 in Transcarpathia, which is being prepared by the Ukrainian authorities, in order to trick the world community into believing that the Ruthenian nationality does not exist. For this purpose, more than 70% of the local population of Ruthenian nationality are enforced by authorities to adopt the false identity of "the Ukrainian."
To remind the Ukrainian authorities of the Hague Tribunal that prosecutes crimes of genocide, crimes against humanity, war crimes, and the crime of aggression (currently under the Rome Statute).
To condemn the preposterous persecutions of Ruthenians in Ukraine. To condemn gross deliberate falsification of history of the Subcarpathian Ruthenia by Ukrainian historians of Uzhgorod State University and its rector personally; with subsequent litigation
against the above individuals in the court of law.
To support the recommendations of Ruthenian scientific conferences to the leaders of Ruthenian associated organizations, and to apply to the Supreme Administrative Court of Ukraine with a lawsuit against the Cabinet of Ministers of Ukraine regarding 20 years of executive inaction with regard to implementation of the results of all-Ukrainian Referendum of the 1 December 1991 in the legislation of the country. Copies of the lawsuit are to be redirected to the authorities of the U.S., the EU and Russia.
To support the establishment of Ruthenian subsidiary organisations in the Research Centre polls in Transcarpathia in order to monitor and assist in the 2012 census. To complete the collection of materials of codified Ruthenian grammar, Ruthenian dictionaries and Ruthenian books for the submission in Brussels at the Committee of Languages.

Resolution of the 5th World Congress of Subcarpathian Ruthenians
List of the issues discussed:
- Materials of combined Congresses of Subcarpathian Ruthenians;
- Legal issues of Subcarpathian Ruthenians living on their national territory to the South of the Carpathians, and their requirement to implement the results of the will of the people of this region, expressed by them on the referendum of December 1, 1991, which is being illegally "postponed" by the official Kiev. (Based on this, it was decided to file suit in the Supreme Administrative Court against the Cabinet of Ministers of Ukraine);
- Resolution of the International Scientific-practical conferences, "Twenty years (1991-2011) after the restoration of the statehood of Subcarpathian Ruthenia in Ukraine", according to the results of the referendum-plebiscite of December 1, 1991, which took place on November 19 and December 3, 2011 in Uzhgorod;
- Resolution of the meeting in Mukachevo and new initiatives of Ruthenian Transcarpathian entrepreneurs of November 19, 2011;
- The project "Public Relationship Agreement between the Ruthenians, Hungarians, Romanians and other nations in the territory of the Ruthenians to the South of the Carpathians";
- Support of the above issues by the government of Subcarpathian Ruthenia, headed by Prime Minister P. Getsko;
- Facts of repressions of the Ruthenians by the Ukrainian government; 20 years of forced assimilation, ethnocide, discrimination; according to the right of the Ruthenian people to self-preservation;
- Proposal to confirm the accession of the Subcarpathian Ruthenia to the Eurasian Union in the status of universally recognized legal entity, in contrast to their current position in Ukraine as disenfranchised and helpless people in their own territory, exposed to years of ethnocide by Ukrainian authorities.
5th World Congress of Subcarpathian Ruthenians decided:
- To condemn the 20-years long inaction of official Kiev regarding implementation of the results of the referendum-plebiscite of December 1, 1991, namely, - "Transcarpathia is a special self-governing territory, and a legal subject in Ukraine, which is not included in any other administrative-territorial formations"; thus communicating to the world that this referendum legally restored the statehood of the Ruthenian region.
- To condemn the actions of Ukrainian regime and illegal anti-Ruthenian projects of the Ukrainian authorities in the territory of the Ruthenians to the South of the Carpathians;
- To support the previous decisions of the regional Ruthenian organizations, ECSR, Soym of Subcarpathian Ruthenians, People's Parliament of the Ruthenians of Transcarpathia, the all-Transcarpathian Congress of Ruthenians, recommendations of scientists, lawyers, experts, initiatives of Transcarpathian entrepreneurs, which have been introduced in the period after the last Congress;
- To (legally) resolve and implement decisions of the referendum of December 1, 1991;
- To take suggestions of Transcarpathian entrepreneurs to the draft Law № 05/1-1 of February 17, 2011 "On restoration of citizenship in the Republic of Subcarpathian Ruthenia";
- To Adopt the Terms of Rural (City) Group Associations in the Republic of Subcarpathian Ruthenia that restored her status in December 4, 1991;
- To review constructive proposal to the Ruthenian people about legal and constitutional accession of Subcarpathian Ruthenia to the Eurasian Union or the EU;
- To adopt "Plan of socio-economic development of Subcarpathian Ruthenia", proposed by the economists.
